This section describes how to use a scatter-loading description file to:
place veneers in the memory map
create root execution regions
place regions at fixed addresses
use overlays to place sections and assign sections to a root region
use the EMPTY attribute to reserve
an empty block of memory
place ARM-supplied library code
use preprocessing directives.
