Where can I purchase an off-the-shelf ARM-based processor?

ARM does not manufacture silicon ourselves. We design processor cores, and license the designs to our silicon partners. For information on our processor cores, which will give you information on what performance level you require, please see:

If you're looking for an off-the-shelf ARM-based microcontroller, Keil offers a useful database devices available:

          http://www.keil.com/dd/parms/arm.htm

Other vendors offer ARM-based processors too.  You would need to contact the individual vendors directly for samples and pricing.
