Yes. With the acquisition of Keil, ARM offers the RealView Microcontroller Development Kit for ARM-powered microcontrollers. It contains an ARM assembler, compiler, and linker, as well as Keil's uVision debugger and IDE. It is recommended that students and universities download the free evaluation version of the tools. There is a 32K byte object code/data limit on this version. Because they contain full simulation models for peripherals around various microcontrollers, there's no need for hardware in some cases.
