What is the purpose of the RSTBYPASS input on the Cortex-R4?

Answer

The RSTBYPASS signal is a DFT signal used to bypass the reset 
synchronizers and ensure that the resets of the flip-flops in
the design are controllable directly from the tester. In addition,
it ensures that the reset inputs to the flip-flops are not
inadvertently asserted by scanning data in or out of the design.
