Should the protection/cache information for address regions be consistent between read and write operations?

Answer

Generally the protection/cache information for an address region should be consistent for reads and writes. If any changes are needed to the protection/cache information for a region then appropriate higher level measures must be taken, such as cache maintenance operations or clearing out any secure/privileged data.
