Why is there ACLK and ACLKEN on the ARM1176 ?

Answer

The ARM1176 has both ACLKEN and ACLK signals because it supports IEM. If IEM is not enabled on a particular configuration then ACLK signals are not connected to anything internally and AXI - ARM1176 interactions are controlled by the ACLKENx signals. The 1176 AXI interfaces must be clocked synchronously (i.e. bus clock frequency must be an integer divisor, 1,2,3.. of the core clock) if IEM is not implemented.
