If you are trying to obtain the latest release of RVDS (currently RVDS 4.0 Professional), then you will need to contact your ARM tools supplier directly. ARM technical support cannot provide you with a new copy of RVDS.
When you contact your supplier, please provide them with the serial number of your existing copy of RVDS. They will need that information to determine your eligibility for upgrade or update pricing.

Please also be aware that upgrades and updates do not count as additional seats of RVDS. For more information, please see the FAQ: Do upgrade/update seats replace existing seats?
