Can we use delay cell instead of pad to reduce the number of Pads in ASIC design?

Answer

Yes, you can use delay cell but the limitation of using a delay cell instead of a pad buffer is that its delay may not shift with time and temperature at the same rate as an actual pad buffer. Depending on the speed of operation and the target library this may not be an issue. The delay cell is generally intended to be used to generate the fbclk.
